Overview

Support the contracting and acquisition support services required for the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and all the Joint Project Management Offices (JPMOs) which report directly to the JPEO-CBD. JPEO-CBD manages a dynamic and diverse portfolio of critical warfighting capabilities that require cohesive and innovative total life cycle systems management approaches to rapidly respond to the needs of the Force balanced by affordable sustainment strategies.   Due to the schedule-driven nature and criticality of solutions to the Warfighter, a cohesive strategy for rapid assessments, evaluation, fielding, New Equipment Training (NET), sustainment, and continuous product improvement activities are essential to the JPEO-CBD support strategy to its customers.   This effort establishes the requirement to provide Contract and Acquisition support to assist the JPEO-CBD as the Total Life Cycle Systems Manager for the Chemical and Biological Defense Programs (CBDPs) within the Department of Defense (DoD).

Responsibilities

  • Advise and support the Joint Program Executive Office for Chemical, Biological and Defense (JPEO-CBD) and Joint Program Management (JPM) with developing acquisition strategy and preparing for acquisition review boards
  • Advise and provide guidance on acquisition strategy development process by recommending and analyzing various acquisition options or alternatives
  • Advise, support, and draft program milestone-related documentation to ensure compliance with all aspects of the DoD 5000 series directives
  • Advise and support the development of program acquisition documentation including but not limited to, Acquisition Plans (AP), Acquisition Strategy, Acquisition Requirements Documents (ARP), Statement of Work (SOW), funding documents, and contract awards
  • Lead and guide diverse teams through the acquisition process, and provide guidance throughout the source selection process. Participate in meetings and supports specified Program Integrated Product Teams (IPTs)
  • Educate and provide advice to Program Managers, CORs, Contractor employees regarding the Acquisition Life Cycle
  • Participate in all Milestone reviews and represent the JPEO-CBD Contracting Directorate at these meetings
  • Serve as the resident expert on all contractual matters commensurate with the FAR, DFARS, DoD 5000 series, and other applicable policy, laws, and statues

Qualifications

  • Education:
    • Master Degree from an accredited college or university
  • Required Knowledge/Experience:
    • Minimum of 20 years of experience in DOD/Government Contracting (1102 Series)
    • Minimum of 5 years in a Senior Level Contracting position
    • Minimum 10 years working with DoD contracts at the Systems level (DoD 5000 series)
    • DAWIA Level III certification

  • Perform other tasks consistent with the goals and objectives of the department/contract
  • Perform other duties as assigned by Operations Manager
