Overview

To provide acquisition assistance and contract support services in reducing risk and ensuring successful product approval, review of current practices and processes, and to make recommendations that improve these processes. 

Responsibilities

  • Solicitations:
    • Work closely with governmental program offices
    • Ensure adequacy of requirement documents (i.e., SOW/PWS/BOM)
    • Assist in developing draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval
    • Release solicitation by electronic posting, email, fax or mail upon approval by the CO
    • Develop acquisition planning/milestone charts in concert with program offices
  • Pre-Award Documentation and Source Selection:
    • ovwith source selection procedures, working with technical evaluation panels, developing evaluation templates and instructions
    • Ensure that Conflict of Interest/Nondisclosure forms are signed, with files prepared for the pre-award decisions are complete, neat, and organized in accordance with the customer’s policy, and properly organized to facilitate post-award reviews and administration
  • Contract Award:
    • Assist in preparing final contract award documents for task and delivery orders and stand-alone contracts, and COR designation letters
    • Obtain legal concurrence as necessary
    • Distribute contract to appropriate parties
    • Input award data into contract writing systems, running appropriate FPDS interfaces
    • Prepare draft award announcements for electronic posting and draft Congressional Notifications in accordance with FAR and DFARS requirements and local guidance
  • Documentation Support:
    • Provide assistance in coordinating requirements documents
    • Research acquisitions for similar services
  • Post-Award Contract Administration:
    • Assist in preparing appropriate documentation for contract modifications which do not require negotiation, including the exercise of options
    • Monitor contractor compliance with terms of the contract working with COR on performance issues as necessary
    • Review invoices (including tracking fund status management), coordinate with program personnel for receipt and acceptance of contract deliverables when necessary, and recommend to the CO whether payment should be authorized

 

Qualifications

  • Education
    • Bachelor Degree Required
  • Required Knowledge/Experience:
    • Equivalent to a GS-13 with 6-8 years as an 1102
    • Experience in planning, pre-award, award, and post award activities for varied and complex requirements, contracts, modifications and associated supporting documents
    • Proficient with Microsoft Suite, Prism, and Federal Procurement Data System-Next Generation (FPDS-NG)
    • Experience with using streamlined vehicles and automated ordering tools such as NITAAC CIO-SP3 and CIO-CS GWACs (eGOS order tool), GSA Schedules/8(a) STARS GWAC (GSA Advantage ordering tool), and NASA SEWP GWAC (Quote Request Tool)
    • Demonstrated experience using FAR 15, FAR 12/13, FAR 8.4, and FAR 16.5 procedures

  • Perform other tasks consistent with the goals and objectives of the department/contract
  • Perform other duties as assigned by Project Lead
