Overview

Provide acquisition assistance and contract support services in reducing risk and ensuring successful product approval, review of current practices and processes, and to make recommendations that improve these processes. 

Responsibilities

  • Work closely with governmental program offices, ensure adequacy of requirement documents (i.e., SOW/PWS/BOM) and assist in developing draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval. Release solicitation by electronic posting, email, fax or mail upon approval by the CO
  • Coordinate with and inform program office requirements personnel (COR’s, PM’s, etc.) on progress throughout the process, developing and maintaining acquisition milestone documents
  • Assist with source selection procedures, working with technical evaluation panels, developing evaluation templates and instructions and ensuring that Conflict of Interest/Nondisclosure forms are signed, files prepared for the pre-award decisions are complete, neat, and organized in accordance with the customer’s policy, and files are properly organized to facilitate post-award reviews and administration

Contract Award
  • Assist in preparing final contract award documents for task and delivery orders and stand-alone contracts, and COR designation letters; document when formal COR appointment is necessary, ensure currency of COR certifications, drafting COR appointment letters and distributing final appointment, and entering or updating COR information in database; input award data into PRISM contract writing systems, running appropriate FPDS interfaces
  • Prepare draft award announcements for electronic posting
  • Assist in preparing appropriate documentation for contract modifications and entering those modifications into PRISM, including the exercise of options
  • Monitor contractor compliance with terms of the contract working with COR on performance issues as necessary
  • Review invoices (including tracking fund status management), coordinate with program personnel for receipt and acceptance of contract deliverables when necessary and recommend to the CO whether payment should be authorized
  • Work with CORs to obtain and facilitate entry of CPARS
  • Keep records and documentation in a virtual environment, utilizing workflow tools and MS Office of all actions through the procurement life-cycle

Qualifications

  • Education:
    • Bachelor’s Degree
  • Required Knowledge/Experience:
    • Equivalent experience to that of a GS-15, with 13 plus years as an 1102
    • Background and experience in planning, pre-award, award, and post award activities for varied and complex requirements and able to produce contracts, modifications and associated supporting documents with minimal, if any, oversight or rework
    • Ability to provide support for various acquisition strategies, including ascertaining and making acquisition strategy recommendations, with demonstrated experience in this area
    • Demonstrated experience using FAR 15, FAR 12/13, FAR 8.4, and FAR 16.5 procedures, and SBA procedures for 8(a) direct awards
    • Working knowledge of PRISM
  • Preferred Knowledge/Experience:
    • Demonstrated experience with using the following streamlined vehicles and automated ordering tools associated with them is highly desirable:
      • NITAAC CIO-SP3 and CIO-CS GWACs (eGOS order tool)
      • GSA Schedules and GSA 8(a) STARS GWAC (GSA Advantage ordering tool)
      • NASA SEWP GWAC (Quote Request Tool)

  • Perform other duties as assigned by Program Manager
