  • Overview

    Assist in Product Owner engagement, backlog management, and acceptance criteria definition, customization development, parameter security of all systems, and implementation of new applications. Serve as a knowledgeable resource in advising the Team on tools and techniques to improve the development, collection, analysis, and reporting of information.


    • Analyze broadly-defined area and use functional decomposition to define high-level epics and stories to create a well-organized, value-driven framework to provide the required business value in the Product Backlog
    • Work with team to write individual user stories and acceptance criteria that are clear, concise, and easy to understand and implement/test by the development/test team
    • Identify related user stories and epics, group them into themes as necessary, and document the interrelationship and associated business process flows as necessary (coordination with the business process modeler)
    • Assist Scrum Master in facilitating sprint planning sessions, reviews, and retrospectives
    • Facilitate communication between Product Owner and developers on the assigned Scrum Team


    • Education:
      • Degree in IT, Business, or Management
      • 15+ years of broad/diverse background and experience in business analysis, functional requirements management, IT systems test and evaluation, and/or IT operations, network engineering may be used in place of education
    • Required Knowledge/Experience:
      • 10+ years of functional experience as a business analyst on projects focused on software development
      • 5+ years of experience writing user stories/acceptance criteria and maintaining Scrum backlogs
      • Experience in Agile/Scrum and in supporting Agile efforts
      • Proficient in teamwork, coordination, collaboration, facilitation, and information sharing
      • Possess high level oral and written communication, problem solving, and diplomatic skill sets
      • Excellent organizational and communication skills
      • Ability to work effectively independently and with a team
      • Ability to multitask and distinguish important and urgent matters from a broad range of duties under tight deadlines
      • Proficient in MS Office suite
      • IT testing and evaluation skills
      • Ability to enhance team spirit
      • Ability and willingness to work with challenging clients and provide effective communication for successful architecture development
      • Experience with wireless equipment such as point to point radios (i.e. fixed wireless, microwave)
      • Experience managing large scale network construction or installation projects
      • Experience working with SLAs and uptime requirements
      • Experience working with failure analysis using data to identify trends in equipment and infrastructure points of failure
      • Experience in network design, deployment, and operations with high performance networks
      • Network Security management, System Security, and Contingency experience
      • Experience with OpenNet and ClassNet
      • Experience with network perimeter security to include firewalls, switches, routers, caching servers, antispyware/antimalware/antivirus, Simple Mail Protocol (SMTP), email antivirus/SPAM filtering and web filtering
    • Preferred Knowledge/Experience
      • Experience in working with or for the Government desirable
